ENVIRONMENTAL PROGRAMS & SPECIAL PROJECTS MANAGER

Salary Range: $9,925 - $13,302

The Valley features unique habitats and is home to Big Basin Redwoods State Park, Castle Rock State Park, and Henry Cowell Redwoods State Park. The San Lorenzo Valley Water District receives all of its water from resources within the Valley, from stream diversion and groundwater reserves that provide drinking water for our customers as well as critical habitat for plants and animals to thrive within our watershed.

ABOUT THE DISTRICT

The San Lorenzo Valley Water District is located in the coastal redwoods approximately 10 miles northeast of Santa Cruz, CA. If you live in the nearby towns of Felton or Scotts Valley, you are a relaxing 15-minute drive to work or the beach. The District maintains approximately 190 miles of pipeline and serves a population of approximately 35,000 customers. The SLV Water District was established in 1941 and serves the communities of Boulder Creek to Felton and Lompico to Scotts Valley.

DEFINITION

Under direction of the General Manager, the Environmental Programs and Special Projects Manager performs a variety of complex project and program management tasks for long-term water sustainability, strategic planning initiatives, water resource management, and other projects as designated. The Environmental Programs and Special Projects Manager provides analytical support to the General Manager; routinely gathers and analyzes information pertaining to District services, procedures, operations, budgets and/or facilities; develops solutions and implementation methods; presents progress and preliminary findings; and manages District internal and external communication.

ESSENTIAL DUTIES (Duties may include, but are not limited to, the following)

• Implements and monitors short and long-term projects aligned with the District’s mission and Board priorities;
• Formulates and interprets policies, goals, objectives, and procedures in support of the General Manager while adhering to the District’s mission, strategic planning goals, and Board governance policies;
• Maintains in-depth knowledge of integrated water resource issues affecting the District including water supply distribution, long-range water planning, water conservation, supplemental water supply, and environmental and safety concerns;
• Review proposed overall legislation and/or regulatory changes; evaluate impact to District; make recommendations;
• Keeps abreast of, interpret, and apply federal, state, and local regulations related to watershed and water resource management;
• Responsible for conducting research, compiling data, preparing reports, and making recommendations to improve policies and processes;
• Creates and implements public communications plans, surveys, and stakeholders’ education about the District's goals and achievements while maintaining positive relationships with community representatives, government agencies, and customers;
• Provides environmental regulatory support services for water system repairs and capital improvement projects;
• Oversee the work of consultants and project teams to ensure quality and timeliness;
• Manage environmental review of projects for regulatory compliance and potential impacts to drinking water source watersheds and support district staff in duties related to environmental planning, hydrology and geology;
• Coordinate and supervise environmental management activities, including water conservation;
• Monitor fisheries, conduct botanical surveys, and overseeing watershed lands for erosion and code compliance issues;
• Ability to identify grant funding, prepare grant applications, and administer funding;
• Supports CEQA review of District projects and assesses potential impacts. Monitors environmental documents of public and private projects and land use activities for potential impacts to the District;
• Manage website updates, monitor website district wide, and coordinate social media.

QUALIFICATIONS

DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:

• Principles and practices of environmental planning, water management and supply, biology, hydrology and geology;
• Project management methods and best practices;
• Knowledge of office procedures, practices, techniques of technical research and writing;
• Applicable federal, state and local rules and regulations;
• Guidelines for implementation of CEQA;
• Principles and practices of leadership, motivation, team building and conflict resolution;
• Principles and practices of policy development and implementation, and of government systems and processes;
• Demonstrated ability to secure grant funding. Thorough knowledge of strategies and techniques for preparation of grant applications, administration of award funds and related reporting;
• Knowledge of document management, file conversion and cloud base file management;
• Principals and techniques of outreach strategies and website development.
• Ability to work a flexible schedule, including occasional evenings and weekends, and attend Board of Directors and other meetings as directed.

TRAINING AND EXPERIENCE GUIDELINES

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:

EDUCATION : Equivalent to graduation from an accredited college or university with major work in planning, natural resources, environmental studies, public administration or a closely related field. An advanced degree from an accredited institution in one of the above areas is highly desirable.

EXPERIENCE : Four (4) to six (6) years of progressively responsible experience in project analysis and management, planning, environmental programs, and analysis of technical issues or closely related field.

CERTIFICATIONS, LICENSES, AND REGISTRATIONS

• A valid California class C driver’s license must be maintained at all times.
• Must obtain and continue to maintain a California Department of Public Health Water Treatment Certificate Grade T1 within eighteen (18) months of being hired.
